HISAR : Prime Minister Narender Modi, speaking at an event in Hisar on the occasion of Dr. B.R. Ambedkar’s birth anniversary, launched a sharp attack on the Congress, accusing the party of insulting Ambedkar during his lifetime and attempting to erase his legacy after his death.
“Congress humiliated Baba Saheb Ambedkar while he was alive, ensuring his electoral defeats and conspiring to keep him out of the system,” said Modi. “And when he was no longer among us, they tried to eliminate even his ideas. Congress has become the predator of the Constitution.”
The Prime Minister said Dr. Ambedkar envisioned a society of equality and dignity for the underprivileged, but Congress distorted that vision for vote-bank politics. “Ambedkar wanted every poor and deprived person to live with dignity and realize their dreams. But Congress reduced SC, ST, and OBC communities to second-class citizens,” Modi stated.
Tap water for the marginalized
Referring to the Har Ghar Jal Yojana , Modi criticized the Congress for its failure to provide basic amenities to rural India during its decades in power. “In 70 years, only 16% of rural homes had access to tap water. But in just six to seven years under the BJP government, 80% of rural households now have tap connections. The SC, ST, and OBC communities suffered the most under Congress,” he said.
He also highlighted the achievements of the Swachh Bharat Mission, noting that the lack of sanitation disproportionately impacted marginalized communities. “More than 11 crore toilets have been built under our government, ensuring dignity for the deprived,” he added.
On Jan Dhan Yojana, Modi said the financial system was once inaccessible to the underprivileged. “During the Congress era, banks were a dream for SC, ST, and OBCs. Today, they proudly hold Jan Dhan cards—once seen only in the hands of the wealthy,” he remarked.
Uniform civil code and Waqf law reforms
Modi also took aim at Congress for opposing the Uniform Civil Code recently introduced by the BJP-led Uttarakhand government. “It’s unfortunate that those carrying the Constitution in their pockets oppose it in practice,” he said.
He alleged that Congress, especially in Karnataka, has undermined constitutional provisions by introducing religion-based reservations, violating Dr. Ambedkar’s principle that reservations should never be based on religion.
Make a Muslim party president
In a pointed statement, Modi challenged the Congress on its stance toward the Muslim community. “If Congress truly cares for Muslims, let them make a Muslim the party president and give 50% of their election tickets to the community,” he said, accusing the party of treating minorities as mere vote banks.
Waqf law and the politics of appeasement
Targeting Congress over amendments to the Waqf Act in 2013, Modi claimed the move was a politically motivated appeasement strategy that compromised constitutional values. “Congress violated Baba Saheb’s Constitution by amending the Waqf law just before elections to please its vote bank,” he alleged.
He stated that vast tracts of Waqf land meant for the welfare of poor and marginalized Muslims were misused, benefitting land mafias instead. “Had this land been used properly, Muslim children wouldn't be forced to mend punctured bicycle tires to earn a living,” he said.
Modi added that the new Waqf law introduced by the BJP would prevent exploitation, protect tribal lands, and secure the rights of Pasmanda Muslims, especially widows and children. “This is the true social justice that Dr. Ambedkar envisioned,” he declared.

Ambedkar’s legacy, stating that a public agitation had to be launched to establish a memorial at Mumbai’s Indu Mill. “Despite Baba Saheb’s immense contribution, Congress failed to honor his memory. The BJP government not only developed the Indu Mill memorial but also transformed five key places linked to his life into pilgrimage sites, or ‘Panchteerths’ — including his birthplace Mhow, Shiksha Bhoomi in London, Deeksha Bhoomi in Nagpur, and Mahaparinirvan Sthal in Delhi,” he said.
PM praises Haryana CM for merit-based recruitment
Commending Haryana Chief Minister Nayab Singh Saini, the Prime Minister said, “CM Nayab Singh Saini has cured the Congress's chronic ailment. Haryana’s record of providing jobs without bribes or recommendations is remarkable.” He alleged that Congress tried to block 25,000 government job appointments, but the new state government reversed this swiftly. “The Chief Minister issued thousands of appointment letters soon after taking office and is now working on a roadmap to generate thousands more jobs in the coming years,” Modi noted.
Congress mocked soldiers over OROP: Modi
Referring to the One Rank One Pension (OROP) scheme, Modi accused the Congress of insulting the armed forces. “Haryana contributes a large number of youth to the Indian Army, yet Congress mocked the idea of OROP and allocated a mere Rs 500 crore,” he said. “In contrast, under the BJP government, Rs 13,500 crore has already been disbursed to ex-servicemen from Haryana alone.”
He further added, “Congress has no real connection with anyone — not with Dalits, the backward classes, our mothers and daughters, or even our brave soldiers. It is only connected to the pursuit of power.”
